The first witnesses of the empty tomb are the women who were going to anoint Jesus' body with spices. The angels announced to them the great news, â€œHe is not here; he has risen!â€ They, in turn, told the disciples. The disciples were not immediately convinced that Christ had indeed risen.

The final rest is certain because Christ's work is certain and because God's Word is certain. How terrible it would be, given that certainty, if we would fall back again under the wrath of God through unbelief and the other willful sins that flow from it. Since the rest is certain, let us hold fast to the work of Christ by which it was won, and to the faithful confession of the Word, by which it is made our own. For with the sure work of Christ and with his certain Word, we always have access to God's grace in our weakness and his help for our service.

Zephaniah refers to believers with the loving terms of Daughter of Zion, Israel, Daughter of Jerusalem, Jerusalem, and Zion. The realization if our sinfulness may cause us to fear the Lord's coming, but we can rejoice because the Lord our God is with us to save us. Zephaniah 3:14-17
